I have logged in as other Users on this one PC and Access functions I know with NT and 2000 Pro you could rename the User's folder in Documents & Settings and then log back in as that User to recreate Application Data & such.

Access Application Data in Documents & Settings
It blocks access to the Program Files and Windows folders and to individual users' folders within Documents and Settings. You can share subfolders within those folders, If you have Windows XP Home Edition, there's no easy solution. The safest thing is to share individual subfolders, as mentioned above.
